It is located in front of the Jofre Theater and the Dike Gate of the Military Arsenal. It is a work by Joaquín Otamendi in collaboration with Antonio Palacios.

Its style is regionalist, although it resembles more the architectural mountain-like style of Cantabria. Of great dimensions, it has a stairway leading to a triple arcade in the facade that acts as a main door. Two towers flank its facade.

It is worth noting the stained-glass window of the ceiling that displays a coat of arms from the Spain’s Second Republic.
